1. Visit https://security.microsoft.com/quarantine?rfr=OfficeScc and login.
2. Under Email & collaboration, select Review, then click on Quarantine.
3. Select the quarantined message from the list, you can click three dot menu and select Preview to view it before releasing it.
Once released, the email will show up in your mailbox within a couple of minutes.
